New Bailiff Announced
"Richard Collas to be 87th Bailiff"

Richard Collas is to become the 87th Bailiff of Guernsey in March 2012 when Sir Geoffery Rowland retires. The
ancient post of Senior judge and President of the States of Guernsey is the highest local rank a Guernseyman can
attain.
Collas, 58 was appointed deputy Bailiff in 2005 and has had a distinguished career at the Guernsey Bar since
qualifying as an Advocate in 1983. Born in Guernsey and attended Elizabeth College, he became a Barrister in 1982
after studying law at Jesus College Oxford. Mr Collas, is married with three children.
The current Bailiff of Guernsey, Sir Geoffrey Rowland became Bailiff in June 2005 and took over from Sir de Vic
Carey. Sir Geoffrey was knighted in the 2009 Queen's Birthday Honours. The decoration came embaraassingly late and
many felt in the island that the UK labour government was playing politics with this loyal position.
The joint role presiding officer of the States and chief judge, was reviewed by the European Court in Strasbourg
and said that in law and in theory there was no reason to change it.
